Brazilian stocks advanced to the highest level in more than two years and swap rates fell on speculation that the central bank may lower borrowing costs next week after Petroleo Brasileiro SA’s surprise fuel-price cut.
The Ibovespa rose 1.2 percent to 61,841.02 at 3:30 p.m. in Sao Paulo as all but 12 of its 58 stocks gained. Swap rates on the contract maturing in January 2018, a gauge of expectations for interest-rate moves, dropped 0.02 percentage point to 11.95 percent, after falling as much as 0.09 percentage point earlier, to the lowest since November 2014. The real declined 0.5 percent to 3.1959 per dollar, but is still up 0.8 percent this week.

State-controlled oil producer Petrobras, as the Rio de Janeiro-based oil giant is known, announced Friday that gasoline prices will fall 3.2 percent and diesel will drop 2.7 percent at the refinery gate. Its new policy will ensure the fuel prices are more closely aligned with international levels. The cuts reinforce investors’ bets that the central bank will begin an easing cycle next week, with the swaps curve currently pricing in bigger odds of a quarter-point reduction on Oct. 19 and an acceleration to 50 basis points in December.
"I was expecting a cut in fuel prices next year," said Mauricio Oreng, a senior strategist at Rabobank NA in Sao Paulo. "These cuts, which could have an impact on inflation of about 10 basis points in the year, are helping to push swap prices down." He now expects inflation to slow to 7.1 percent 
 
Petrobras’s stock rose 2.4 percent, the second-biggest contribution to the benchmark equity index’s advance. Retailer Lojas Americanas SA led gains among companies that depend on domestic demand. Miner Vale SA and steelmaker Gerdau SA followed metals prices higher. 
Brazilian stocks have climbed 76 percent this year in dollar terms and the real has advanced 24 percent, the best performances in the world, on bets that President Michel Temer will be able to win back investor confidence and restore economic growth. Lower interest rates are seen as a boost to the government’s efforts.
Temer replaced impeached Dilma Rousseff in August vowing to trim a budget deficit that cost Brazil its investment grade in 2015 amid the country’s worst recession in a century. On Monday, his administration scored its first big victory on its reforms plan as lawmakers approved a bill to cap growth in public spending.
"All the conditions to ease the monetary policy now are given," Jason Vieira, chief economist at Infinity Asset Management, said from Sao Paulo. "Brazil is certainly going in the right direction."
An MSCI index of energy companies was the best performer among 11 industry groups Friday. For-profit college manager Estacio Participacoes SA rose to the highest since June last year after calling a shareholders meeting to vote on the payment of extraordinary dividends. Credit-card processor Cielo SA was the worst performer on the Ibovespa after Chief Executive Officer Romulo Dias stepped down.

Brazil President Michel Temer to visit India for BRICS Summit

Brazilian President Michel Temer will leave Friday for an Asian tour, which will take him to India to participate in the 8th BRICS Summit, and then to Japan, to seek to attract investment.
According to Temer's spokesperson, Alexandre Parola, in a statement by state news agency Agencia Brasil on Thursday, this trip will be an opportunity for the government to show "a new Brazil" of "investment opportunities, stability and fiscal responsibility."
Temer's first stop will be in Goa, India, for the BRICS Summit, where he will formalize four new cooperation mechanisms with the other member countries (China, India, Russia and South Africa).
Temer will arrive in Goa on Oct. 15 and enjoy a formal dinner with the leaders. On Oct. 16, the five heads of state will meet together before holding a BRICS business meeting, followed by a signature ceremony and a meeting with Bay of Bengal countries (BIMSTEC).
Temer will also hold a private meeting with Indian Prime Minister Narendra Modi, which Parola said would help to relaunch the two countries' bilateral strategic partnership.
"India is reaching high levels of economic growth. At a time when Brazil is seeking to return to the paths of sustainable development and job creation, India is a natural partner to which we turn with renewed emphasis," he explained.
The new mechanisms will include an agricultural research platform to share technological advances. A deal between customs authorities will seek to finalize technical aspects in order to make trade easier between members.
An environmental cooperation commitment will see the five nations aim to work together on air quality, water management and climate change. Finally, the countries' diplomatic corps will seek to work in closer cooperation.
In recent years, the BRICS have made important steps forward, with the creation of the New Development Bank, which will seek to finance infrastructure projects in developing countries.
Temer will then be in Japan on Oct. 17-18, the first visit by a Brazilian president to that country in 11 years. He will meet with Prime Minister Shinzo Abe before meeting with business leaders to present "Brazil's new economic reality and the opportunities opened up by the Investment Partnership Plan." Modi, Putin begin bilateral talks on BRICS sidelines
Prime Minister Narendra Modi and visiting Russian President Vladimir Putin on Saturday began a closed-door bilateral meeting ahead of BRICS heads of states meet in Goa.
The two leaders are meeting as part of the annual India-Russia summit following which the two countries are expected to sign key defence, energy and agriculture-related business deals. 
External Affairs Ministry Spokesperson Vikas Swarup said Modi and Putin "will discuss on a range of issues including defence, counter-terrorism".

Putin later on Saturday will participate in an India-Russia bilateral meeting and the BRICS Summit, which is scheduled to take place at a south Goa resort here.
Putin is expected to sign agreements on a wide range of issues ranging from defence to agriculture. The President has been accompanied by top bureaucrats from the Defence, Energy, Trade and Industries ministry.
Modi and Putin via video conference will also participate in foundation-laying ceremony of the third and fourth power units at the Kundakulam nuclear power plant. The two leaders are expected to hold discussions over lunch and issue a formal statement to the media following the summit.

Russian President Vladimir Putin arrives in Goa to attend BRICS Summit. His arrival in Goa was delayed due to poor visibility with thick fog making it difficult for his plane to land in the coastal state. The Russian President was first scheduled to arrive at 1 AM at INS Hansa base, which is adjacent to the Dabolim Airport, but his arrival was delayed due to thick fog in the region.
His flight, which was supposed to land at 3 AM, was rescheduled to 7 AM but even at that time it could not arrive. However, due to security reasons it was not stated as to where his plane was diverted.

Terrorism, economic cooperation to dominate agenda

The BRICS Summit comes at a time when relationship between India and Pakistan has gone sour following the terror attack at Uri and surgical strikes by Indian Army across LoC. Terrorism will be on the agenda and India is likely to pitch for united fight against the international threat.
Besides, strengthening economic cooperation, increasing people to people contact and bolstering intra BRICS trade will also figure during the Summit.

Unprecedented security in Goa

Goa's beaches have been turned into fortresses while strong police presence is kept on all the main highways and lanes leading to the venue of the event.
The state police have imposed severe restrictions on the movement of traffic along the roads near the Dambolim airport and on the way leading to the main venue.
While the Coast Guard has maintained aerial and seaward surveillance in the Arabian Sea, Marine police personnel are deployed in the rivers of the state.
"Without going into details of the security arrangements, I would like to mention that seven companies of paramilitary forces will be assisting Goa police to manage law and order along with the police force from Maharashtra and Karnataka," Manoj Kumar Sahoo, State secretary (Protocol) said.
Several police personnel have been posted on the beaches. The temporary bunkers and tents have been erected on the beaches and at several stretches, the movement of people is restricted.
The Goa government has already banned fishing and water sports activity till October 18. Flying has also been banned in the areas around the venue.

President Michel Temer arrived on Saturday morning (15) to the city of Goa, India, to attend the summit meeting of the BRIC block of emerging countries which includes Brazil, Russia, India, China and South Africa.
Temer landed accompanied by the first lady, Marcela Temer, and ministers of the Brazilian delegation, including José Serra (Foreign Affairs) and Marcos Pereira (Industry, Foreign Affairs and Trade Services), and the Secretary of the Partnership and Investment Program (PPI) , Moreira Franco.
On the descent of the plane, the president and the first lady were welcomed by General Kumar Singh, Minister of India for foreign affairs.
The first event which Temer participated in Goa was a luncheon hosted by the Federation of Industries of the State of Rio de Janeiro. In the afternoon, local time (8:30 a.m. more than GMT), the president will attend the Dialogue Forum India, Brazil and South Africa (IBSA).

Appointment book

On Sunday, the president will devote the agenda at summit meetings, which will be goals in this year "block institutionalization"; "Implementation of previous meetings decisions"; "Integration of existing mechanisms"; "Innovation agreements"; and "continuing acts".

After attending the summit, Temer will be called bilateral meeting with Indian Prime Minister, Narendra Modi. There is a prediction that the two have lunch together and sign acts of cooperation between Brazil and India in the agricultural and environmental areas.
Last Tuesday (11), the spokesman of the Presidency, Alexandre Parola, said that the visit of Fearing Narendra Modi aims to "strengthen the Brazilian presence in Asia."
Parola also said that the meeting of the BRICs is an opportunity to show the president Temer "new Brazil" which, he said, the government is building, with "greater credibility and fiscal responsibility."

Japan
Closed the agenda in India, Temer will follow on the night of the 17th, to Tokyo, capital of Japan, which must land on Tuesday (18), and will have, throughout the day, meeting at the Brazilian embassy in the city.
This will be the first visit of a Brazilian head of state to China in 11 years. In November 2015, the then President Dilma Rousseff came to schedule a trip to the country, but canceled, which led to a diplomatic malaise.

For 19, they are provided in the president's agenda a meeting with Emperor Akihito at the Imperial Palace, and a lunch with Brazilian and Japanese businessmen (which Temer seek to attract foreign investment).
On June 20, the last day of international travel, Temer will meet with Japanese Prime Minister Shinzo Abe, to then embark back to Brazil. The forecast is that the president arrives in Brasilia on Friday (21).

El presidente Michel Temer llegó el sábado por la mañana (15) a la ciudad de Goa, India, para asistir a la reunión en la cumbre del bloque BRIC de países emergentes que incluye a Brasil, Rusia, India, China y Sudáfrica.
Temer aterrizó acompañado de la primera dama, Marcela Temer, y los ministros de la delegación brasileña, incluyendo José Serra (Asuntos Exteriores) y Marcos Pereira (Industria, Asuntos Exteriores y Servicios Comerciales), y el Secretario del Programa de Asociación e Inversión (PPI) , Moreira Franco.

Esta será la primera visita de un jefe de Estado brasileño a China en 11 años. En noviembre de 2015, el entonces presidente Dilma Rousseff llegó a programar un viaje al país, pero cancelado, lo que llevó a un malestar diplomático.
Para el 19, que están dentro de la agenda del presidente de una reunión con el emperador Akihito en el Palacio Imperial, y un almuerzo con empresarios brasileños y japoneses (que Temer tratan de atraer la inversión extranjera).
El 20 de junio, el último día de los viajes internacionales, Temer se reunirá con el primer ministro japonés, Shinzo Abe, a continuación, iniciar de nuevo a Brasil. La previsión es que el presidente llega en Brasilia el viernes (21).

Temer chega à Índia para participar de encontro de cúpula dos Brics

Presidente desembarcou na cidade de Goa acompanhado da primeira-dama.
Após almoço oferecido pela Firjan, ele terá reunião com os países do bloco.

O presidente Michel Temer chegou na manhã deste sábado (15) à cidade de Goa, na Índia, onde vai participar de encontro de cúpula dos Brics, bloco de países emergentes que reúne Brasil, Rússia, Índia, China e África do Sul.
Temer desembarcou acompanhado da primeira-dama, Marcela Temer, e de ministros da comitiva brasileira, entre eles José Serra (Relações Exteriores) e Marcos Pereira (Indústria, Comércio Exterior e Serviços), além o secretário do Programa de Parcerias e Investimentos (PPI), Moreira Franco.
Na descida do avião, o presidente e a primeira-dama foram recebidos pelo general Kumar Singh, ministro da Índia para assuntos externos.
O primeiro evento do qual Temer participou em Goa foi um almoço oferecido pela Federação  das Indústrias do Estado do Rio de Janeiro. À tarde, no horário local (8h30 a mais que Brasília), ao presidente vai participar do Fórum de Diálogo Índia, Brasil e África do Sul (Ibas).

Agenda
No domingo, o presidente dedicará a agenda aos encontros da cúpula, que terá como objetivos neste ano "institucionalização do bloco"; "implementação de decisões de encontros anteriores"; "integração entre mecanismos existentes"; "inovação de acordos"; e "continuidade de atos".
Após participar da cúpula, Temer terá a chamada reunião bilateral com o primeiro-ministro indiano, Narendra Modi. Há uma previsão de que os dois almocem juntos e assinem atos de cooperação entre o Brasil e a Índia nas áreas agrícola e ambiental.
Na última terça (11), o porta-voz da Presidência, Alexandre Parola, afirmou que a visita de Temer a Narendra Modi tem como objetivo "reforçar a presença brasileira na Ásia".
Parola disse ainda que a reunião do Brics é uma oportunidade de o presidente Temer mostrar "o novo Brasil" que, segundo ele, o governo está construindo, com "maior credibilidade e responsabilidade fiscal".
Japão
Encerrada a agenda na Índia, Temer seguirá, na noite do dia 17, para Tóquio, capital do Japão, onde deverá desembarcar na terça (18), e terá, ao longo do dia, reuniões na embaixada brasileira na cidade.
Esta será a primeira visita de um chefe de Estado brasileiro ao país asiático em 11 anos. Em novembro de 2015, a então presidente Dilma Rousseff chegou a marcar uma viagem ao país, mas a cancelou, o que gerou um mal-estar diplomático.
Para o dia 19, estão previstos na agenda do presidente uma reunião com o imperador Akihito, no Palácio Imperial, e um almoço com empresários brasileiros e japoneses (no qual Temer buscará atrair investimentos estrangeiros).
Já no dia 20, último dia da viagem internacional, Temer deverá se reunir com o primeiro-ministro japonês, Shinzo Abe, para, em seguida, embarcar de volta ao Brasil. A previsão é que o presidente chegue a Brasília na sexta (21).
